A thematic exhibition dedicated to the International Day against Drug Abuse and Illicit Trafficking is on show in the Documents of International Organizations Reading Room (room 207g) from June 24 to August 3.

International Day Against Drug Abuse and Illicit Trafficking, which is celebrated on June 26, was proclaimed by the UN General Assembly on December 7, 1987 (Resolution No. 42/112).

Drug addiction is one of the main problems of the entire world community. According to the latest World Drug Report (2020), the world's drug use has remained stable over the past decade, at 5.5 per cent of the adult population aged 15 to 64. In 2018, the number of people who used drugs at least once a year was about 269 million people. And the number of drug addicts in need of medical care has stabilized at 35 million.

The United Nations is actively working to strengthen international drug control. To that end,the Commission on Narcotic Drugs, the main intergovernmental policy-making body and the coordinating body for international drug control, has been established.

In 1997, the UN Office on Drugs and Crime, a leading agency in the fight against drug trafficking and organized crime, was established.

The UN General Assembly held a special session on the world's drug issue from 19 to 26 April 2016. Following the session, a policy document entitled "Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem" was adopted.

In Belarus, as in other countries, drug addiction poses a global threat to the health of the population and the economy of the country. Over the past decade, the number of drug addicts in our country has increased by 1.3 times: from 6,145 in 2005 to 8,025 at the beginning of 2018.

Belarus is a party to the Single Convention on Narcotic Drugs, the Convention on Psychotropic Substances, the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Based on these international legal instruments, our country has developed a national legal framework in this area. In 2012, the Law "About drugs, psychotropic substances, their precursors and analogs" was passed, and in 2014 the president's decree "Concerning prompt measures to counteract illegal drug trade" was adopted, and a comprehensive plan of measures aimed at taking effective measures to counter drug trafficking, prevention of drug trafficking, and 2019-2020 was approved. In accordance with paragraph 14 of the action plan, the Ministry of the Interior and the Ministry of Information of the Republic of Belarus have developed and signed an information strategy on the prevention of drug use and counterdrug activities in Belarus for 2020-2025.

The exhibition consists of the following sections:

  • Drugs and society: a historical essay
  • Legal measures to counter drug trafficking and international control over their distribution
  • Prevention of drug addiction, treatment and rehabilitation of drug addicts
  • Combating drug use and drug trafficking in the Republic of Belarus

The exhibition features more than 100 documents in Russian, German, French and English. These are mainly documents of international organizations, including books, periodicals, mimeographed materials of the UN, brochures.

The exhibition is addressed to social and medical professionals, law enforcement officers, teachers and students, teachers and parents, as well as all those interested in drug addiction issue.
