From June 21st to August 31st in the Legal Information Reading Room (room 207) runs a subject book exhibition “Struggle against corruption – the major direction of strengthening the State”.


The concept of corruption was first defined in the Law of the Republic of Belarus of June 15th, 1993, № 2399-XII “On the fight against economic crimes and corruption”. The Law of the Republic of Belarus of June 26th, 1997, № 47-3 “On the measures of fight against organized crime and corruption” contains more detailed definition of the concept.

The efforts of the world’s community in the field of struggle against corruption became noticeably more active between 1997 and 2006. As corruption is the transnational phenomenon, the international conventions defining the concept of corruption are of great importance for the national legislation. Their clauses became a basis for acceptance of the Law of the Republic of Belarus of July 20th, 2006, № 165-3 “On the fight against corruption” (redaction of 12/28/2009 with amendments and additions came into effect on 3/18/2010). The given law shows the readiness of the state for a determined struggle against corruption which is a massive antisocial and dangerous phenomenon in the context of international relations.

According to the international act, corruption threatens stability and safety of society, undermines democratic institutes and values, ethical values and justice and damages a steady development and the law and order. With a view of maintenance of planning and coordination of activity of the state bodies and other organizations in the sphere of struggle against corruption, the Decree of the President of the Republic of Belarus of May, 7th, 2007, № 220 approves the State program on the struggle against corruption for 2007-2010.

In pursuance of the law and within the frameworks of realization of the program, at the National Library of Belarus acts the permanent commission on corruption offences prevention. With a view of preventive measures, the subject exhibition “Struggle against corruption – the major direction of strengthening the State” runs at the Library.

The exhibition presents numerous monographs, manuals, and materials of scientifically-practical conferences dedicated to the basic aspects of the fight against corruption in various spheres of public life and specificity of legal regulation in this area. On the basis of the all-round analysis of national and foreign scientific literature, legislation, practical materials and results of special researches, the urgent issues of counteraction to this negative phenomenon have been considered and measures on elimination of its reasons have been offered.

There are collections of acts of legislation which regulate the struggle against corruption, commentaries to them, and also the analysis of separate aspects of the international conventions ratified by the Republic of Belarus.

Corruption through its negative consequences can become a serious obstacle for economic development; therefore performance of anticorruption programs should become one of priorities of the state policy.

The exhibition is designed for research workers, experts of law machinery, persons working for doctor’s degrees, post-graduates, competitors for academic degrees, students, cadets and attendants of juridical universities.
