On August 25, the International scientific practical round table "Electronic official publication of normative legal acts in the Republic of Belarus: history and prospects" was held at the National Center of Legal Information of the Republic of Belarus.
The event was dedicated to the fifth anniversary of the electronic official publication of normative legal acts on the National Legal Internet Portal of the Republic of Belarus. The round table was attended by scientists and practitioners from our country, as well as the Russian Federation, Moldova and Kazakhstan.
Evgeny Kovalenko, the director of the National Center of Legal Information of the Republic of Belarus, delivered a welcoming speech to the participants of the round table, and Alexander Vershinin, the general director of the Presidential Library named after B.N. Yeltsin, greeted the participants by a videomessage, and he stressed the significance of the institution of the official publication of legal acts and the conduct of such an event.
The system of the official publication of legal acts in the historical and legal aspect was presented in the report of Victor Sharshun, the deputy director of the NCLI.
Anastasia Rogovaya, the head of the scientific and research department of the FSI of the NCLI at the Ministry of Justice of the Russian Federation, told about the ensuring of the quality of rulemaking at the municipal level.
The procedure of the official publication of normative legal acts in the State Register of Legal Acts of the Republic of Moldova was highlighted by Konstantin Bragoy, the director of the Legal Information Center at the Ministry of Justice of the Republic of Moldova.
Svetlana Chubkovets, the head of the department for systematization of legislation for the management of constitutional and international law of the National Center of Legislation and Legal Studies, told about the novels in the legal regulation of norm-setting activities in the context of the draft Law of the Republic of Belarus "On Regulatory Legal Acts".
Grigory Vasilevich, the head of the department of constitutional law of the faculty of law of the Belarusian State University, reported about the directions for increasing of the culture of publication and enactment of normative legal acts.
Sergey Kalinin, the head of the department of theory and history of the state and law of the faculty of law of the Belarusian State University, informed about the information modeling of the legal system in the subject and instrumental approaches.
Anton Parfenchik, the scientific employer of Center of Public Administration Studies of the RI of theory and practice of state management of the Academy of Management under the President of the Republic of Belarus, informed the participants about the expansion of the possibilities of doctrinal interpretation of law through information technologies.
Representatives of the library community, employees of the National Center of Legal Information of the Republic of Belarus also presented their reports.
Natalia Chebotkova, the head of the sector of the official documents department of the National Library of Belarus, spoke about the access to the sources of the official publication of normative legal acts in the National Library.
Theoretical and practical issues of the establishment and development of the institution of official publication of normative legal acts taking into account foreign experience, the practice of carrying out of relevant activities and the prospects for the development of the process of electronic official publication of normative legal acts, other issues of the development of legal informatization and improvement of the norm-setting process were also discussed at the round table.

The materials of the round table will be published in the collection of scientific articles on the development of legal informatization and the state system of legal information of the Republic of Belarus, which will be published in 2017.
