The III International congress "The Library as a Cultural Phenomenon" will be held on October 21–22. The event is organized by the Ministry of Culture of the Republic of Belarus and the National Library of Belarus.


The topic of this Congress is "Reading and the Information Culture in the Modern Society".

The event, which will be held in the National Library of Belarus, will bring together over 450 delegates from different neighboring countries and far abroad – leading experts of libraries, research organizations, educational institutions, representatives of the legislative sphere, developers and manufacturers of software, hardware and information products.

At the plenary and session meetings there will be discussed the problems of reading and information literacy; the global media space and information security; the normative legal groundwork for library activities; the conservation and study of the national and world book heritage; trends and prospects of the research activities of libraries and other relevant issues.

There will be organized master classes, round tables on the activities of public legal information centers, the functioning of the electronic union catalog of the libraries of Belarus, the creation and maintenance of the State register of book monuments of the Republic of Belarus, there will be held exhibitions and presentations of information products and services in addition to the meetings of the sections on the days of the Congress.

The winners of the I Republican contest "The Library is the Center of the Spiritual and Moral Education and Upbringing", which is founded by the Belarusian Exarchate, will be awarded in the framework of the Congress. The works of the laureates will be presented at the exhibition, which will be held at the event.

The works – winners of the XXIII Republican contest "Bіblіjateka – asiarodak nacyjanalnaj kultury", which is held annually among the public libraries of Belarus, will be exhibited at the Congress.

The results of the III International Congress "The Library as a Cultural Phenomenon" and decisions will contribute to the further strengthening of the international cooperation between the institutions of culture, education, science and will become a significant contribution to the development of reading and dissemination of the information culture, strengthening of the spiritual and moral foundations of our society.

On May 5, the 205th anniversary of the birth of Stanislaw Moniuszko (1819–1872), the world-famous composer and conductor, our countryman, who made a significant contribution to the formation of Belarusian musical culture, is celebrated. By this date, the National Library of Belarus has updated the already existing virtual project "Stanislaw Moniuszko. Musical romantic from Minsk region", created five years ago, and now replenished with new unique materials.

A new project of the National Library of Belarus is dedicated to the Great Patriotic War – "Reading newspaper lines with your heart. On the 80th anniversary of the liberation of Belarus from the Nazi invaders."
Every week from January to August 2024, the portal of the National Library publishes materials from newspapers of Soviet Belarus in 1944, reflecting the chronicle of news and events of that time.
