From January, 5th, to March, 31st, a book exhibition “Your right to vote: 15 years of the Electoral Code of Belarus” runs in the Legal information reading room (auditorium 207b).


The analysis of Belarusian electoral legislation and practices of its implementation after adoption of the Constitution in 1994, and especially after amendment to the Constitution in 1996 ,shows that modern electoral legislation of the Republic of Belarus has incorporated in an essential degree the international standards of universal and equal suffrage, the secrecy of ballot and compulsory voting.

The subject of legislation on the electoral system and referendum are public relations during preparation and holding of elections of the President of the Republic of Belarus, elections and recall of deputies of the House of Representatives of the National Assembly of Belarus, members of the Council of Republic of the National Assembly of Belarus, deputies of local Council of deputies of Belarus, and also during preparation and holding of a referendum (popular voting).

The basic source in the given sphere of legislation is the Electoral Code of Belarus, the codified act regulating the overwhelming majority of questions concerning preparation and holding of elections of the President of the Republic of Belarus and deputies of various levels, and also preparation and holding of republican and local referenda. The Electoral Code signed by the President of the Republic of Belarus on February, 20th, 2000, is subdivided into the general and the special parts.

Electoral legislation is one of most dynamically developing branches of law. The practice of implementation of the legislation in our country and the experience in use of similar electoral legislation in other countries are the basis for modification and amendments to laws considering to a greater extent modern political realities and interests of citizens of the country.

The exposition includes about 40 documents: books, brochures, periodicals. The exhibition consists of the following thematic sections:

  • The Electoral Code as an institute of constitutional law.
  • Presidential elections in the Republic of Belarus: organizational and legal aspects.
  • The legal basis of elections to the National Assembly of Belarus.
  • Electoral systems and technologies abroad.
  • The appeal of infringements of the right to vote.

The exhibition is designed to research workers, university professors, managers, political strategists, and everyone who is interested in electoral campaigns.

Adam Shanyavsky and the library fund of the Nesvizh county school (the last quarter of the XVIII century)

On April 24, 2024, at the International Scientific and Practical Conference "Rumyantsev Readings-2024" in Moscow, Olga Polunchenko, chief bibliographer of the Department of reference and Information Services, presented a report "The role of Adam Shanyavsky in organizing the library fund of the Nesvizh County School (the last quarter of the XVIII century)."
