Thematic exhibition "Notary of Belarus: through the prism of time" is open from November 1 to November 24 in the official documents service department (room 207). Тhe exposition of rare editions is presented in book museum (room 347).
The registration of the notary as a legal institution was carried out during the period when the Belarusian lands were part of the Russian Empire, although the rudiments of the notary were fixed in the statutes of the Grand Duchy of Lithuania in Belarus already in the XVI century. In 1866, a provision on the notary part was introduced in the Belarusian provinces.
After the establishment of Soviet power in Belarus, legislative acts of the RSFSR came into force on its territory and the reorganization of the state apparatus began. On the basis of the Regulations on the Judicial System of the BSSR of July 15, 1924, state notary offices were established. To ensure the operation of the notary system existing at that time on the territory of Belarus, on March 6, 1925, the CEC and the SNK of the BSSR adopted the first national act – the Regulation on the State Notary of the Byelorussian SSR, and then – the Regulation on the State Notary of the Byelorussian SSR of December 31, 1926. and the Regulations of December 4 , 1929 These regulations were inconsistent, sometimes expanding, sometimes limiting the competence of notaries. Subsequently, amendments were made to the legislation on the notary, which did not change the basic principles of its organization and activity. In 1974, the Law of the BSSR "On State Notaries" was adopted, which was in force for a quarter of a century and became invalid in 2000. And on July 18, 2004, the Law of the Republic of Belarus "On Notaries and Notarial Activities" was put into effect. Further development of the Institute of notaries in the Republic of Belarus is associated with the adoption of new versions of the Law on Notaries in 2016 and 2022. They are aimed at improving the regulation of relations in the field of notarial activity and provide for a number of innovations based on law enforcement practice. The strengthening of the role of the notary in our country is associated with significant changes in the economic life of the state and society, the restoration and development of the institution of private property, the protection of which was the basis for the emergence of the notary.
"Notary of Belarus: through the prism of time" is intended for students, graduate students, teachers of law schools, notaries, their assistants, interns and anyone interested in the history of the development of the notary and the legal aspects of the notary's activities.
The exposition contains more than 100 documents – collections of normative legal acts, commentaries, textbooks, monographs, scientific articles, materials of international conferences, analytical reviews, distributed by thematic sections:
- The history of the formation of the Institute of Notary in the Republic of Belarus
- Legislative acts on the development of notarial activity and comments to them
- Notary system in Belarus: functions, tasks, goals, competencies, control
- Information technologies in the activities of the notary
- Mediation and notary practice
- International activity of the Notary of the Republic of Belarus and comparative analysis with foreign countries
The book museum introduces a thematic section of the exhibition dedicated to the origin and formation of the notary system in the Belarusian lands. The section presents unique copies from the collection of manuscripts, old printed and rare books, revealing the historical stages of the formation of the notary system of Belarus. Among the exhibits are the original charter and vaccinations of the XVII century, editions of the Statute of the Grand Duchy of Lithuania of 1588, XVII–XIX centuries, editions of the Code of Laws of the Russian Empire of the XIX century (starting from the first edition of 1832), the third edition of the Regulations on the Notary Part (1897), as well as a number of decrees and regulations on the notary of the BSSR of the 1st quarter of the twentieth century.
