From June 15th to August 31st, a book exhibition “Drug abuse as the subject of legal studies” timed to the International Day against Drug Abuse and Illicit Drug Trafficking runs in the Legal information reading room No. 207b.


Drug abuse and illicit rafficking are a many-sided and complex social problem which in last decades has got the global character being an urgent issue of the world community. The threat of drug abuse ranks alongside the dangers of nuclear war and ecological disaster.

The UN Convention against Illicit Drug Trafficking adopted in 1988 initiated the elaboration of international laws concerning the chemical agent monitoring as the latter are often used at illegal manufacturing of drugs. Responsible authorities in many countries adopted corresponding national legislative and other legal acts having introduced both compulsory and recommended by the Convention measures of control.

It is necessary to note that, as a whole, the legislation of our country concerning the counteraction to drug distribution and consumption is balanced and quite drastic to provide an effective effort against illicit drug trafficking.

However the situation of illicit trafficking and drug consumption of drugs, including among minors, has recently aggravated. Thus the modern state of drug-dealing is characterized by the appearance of new kinds of dangerous drugs which use causes immediate addiction or destroy the person for a very short period.

Such a situation necessitates urgent measures on the counteraction to illicit drug trafficking, including laws allowing to react to drug danger in due time. On December 28th, 2014, Decree No. 6 ”On urgent measures on the counteraction to illicit drug trafficking” was adopted and came into force on January 1st, 2015.

The Belarus Council of Ministers (together with the interested departments) has approved a complex plan of actions developed by the Ministry of Internal Affairs for the fight against drug trafficking and consumption including among children and young adults. It reflects more than 80 organizational, preventive, analytical and practical stabilization measures.

In modern society the problem of drug abuse can be solved by means of a whole complex of organizational, legislative, medical, social and economic measures creating real conditions and opportunities for the counteraction.

The Belarus head state noted that only the total aversion to drugs and the outlook based on traditional Christian values can be a serious barrier to drug trafficking.

The offered exhibition is designed for university professors and students, cadets and employees of law-enforcement bodies. About 70 books, abstracts and periodicals are on display.
