The draft law “On Copyright and Related Rights” was adopted on June 30th in first reading at the final sitting of the House of Representatives session.
Representing the draft law, Chairman of the State Committee on Science and Technologies Igor Voytov noted that the given document was aimed at improvement of protection system of copyright and related rights, and achievement of balance of interests of the author (legal owners) of the society and the state.
The draft law provides for perfection of official works and the system of free use of subjects of copyright and related rights, development of contractual relations within the frameworks of author’s and license contracts, exclusive license agreement and contract-order on creation and use of subjects of the copyright and related rights. The important place in the draft is given to the questions of regulation of relations in the field of authors’ interest collective management. Also it stipulated for legal status and privileges of organizations in the field of interest collective management.
The draft law implements new rights concerning computer programs, including the right to their installation and launching. The right to of author's works inviolability is to be implemented as well. It means that without the author’s permission, any changes, reductions or additions to their works are prohibited. The author has the right to object to any distortion of their work or any other infringement which is capable of damaging their honor and dignity.
