On January 29, 2021, Resolution No. 53 of the Council of Ministers of the Republic of Belarus approved the State Program “Culture of Belarus” for 2021–2025, aimed at implementing the priorities of the country's socio-economic development for 2021–2025. and solving the problems of state policy in the field of culture.

The state program includes five subprograms: “Cultural Heritage”, “Art and Creativity”, “Functioning and Infrastructure of the Sphere of Culture”, “Belarusians in the World”, “Archives of Belarus”.

Library activities are reflected in two subprograms – "Cultural heritage" and "Functioning and infrastructure of the sphere of culture".

Subprogram 1 “Cultural Heritage” defines the key vectors of library development in 2021–2025. The main tasks of libraries are: expansion of the scope of services in the field of library activities and raising their quality level, active replenishment of library collections and ensuring an appropriate level of their renewal. The solution of these tasks will contribute to an increase in the number of visits to libraries by expanding the access to various categories of the population to high-quality and diverse services provided by these institutions. The target indicator for the implementation of the state program was determined by the number of visits to public libraries per 1,000 people.

Achievement of this goal is possible only in conditions of a developed material and technical base that meets the requirements of modern society. Subprogram 3 "Functioning and Infrastructure of the Sphere of Culture" is aimed at solving the problem of improving the infrastructure of libraries. A set of key tasks is planned for implementation in it: construction and overhaul of buildings, digitization of funds, expanding the list of information services, creating conditions for their consumption, etc.

The solution to the problem of informatization and the creation of national digital content in the field of culture will be facilitated by the creation of an integrated information system to ensure remote access of users to national information resources and licensed databases of world manufacturers; modernization of the national corporate cataloguing system; a consolidated electronic catalogue of libraries of Belarus, including regional consolidated catalogues; an automated information system of the electronic information resource “National Bibliography of Belarus”; modernization of computing telecommunication and scanning equipment of libraries; development of an automated information system for managing electronic periodicals and submitting national scientific publications in international registers of digital identifiers of objects; electronic storage for permanent storage of documents of libraries of Belarus, digitization of library funds.

Successful implementation of all the listed activities will contribute to bringing information and library services to the population of the Republic of Belarus to a qualitatively new level.
