The V International Forum of Creative and Academic Intelligentsia "Innovative and humanitarian partnership: the basis for Dynamic Development of CIS States” took place in Moscow on October 14-15.


Forums of creative and academic intelligentsia, starting with the first forum in 2006, have become the major annual humanitarian event in the CIS. Since 2007 they have been held by theCIS Council for Humanitarian Cooperation and the CIS Interstate Fund for Humanitarian Cooperation. Forums of creative and academic intelligentsia are traditionally held in the capitals of the CIS member states (in Moscow in 2006, in Astana in 2007, in Dushanbe in 2008 and in Kishinev in 2009).

Delegations and representatives of all member countries of the CIS, along with the CIS Executive Committee, EurAsES, UNESCO, the Council of Europe, Shanghai Cooperation Organization and theJoint Administration of the Turkic Culture and Arts (TÜRKSOY) took part in the forum in Moscow.

Heads of the national libraries of Russia, Ukraine and Kazakhstan represented the interests of the CIS libraries. The National Library of Belarus was represented by Director R.S. Motulsky.

President of the Russian Federation D.A. Medvedev welcomed participants of the forum. He noted that the development of a multilateral, multidimensional interaction within the framework of the CIS was one of the major priorities for Russia and declared for increase of its effectiveness for improvement of the quality of life of the CIS citizens and creation of advanced competitive economies through the development of innovative partnerships and formation of information society in the CIS member countries, and also through elaboration of joint approaches to the development of education, science and culture, and the further development of an intercultural dialogue within the framework of the CIS.

Salutatory addresses to the Forum were delivered on behalf of the Heads of the CIS States and heads of international, nongovernmental and creative organizations.

The intermediate results of the Year of Science and Innovation in CIS 2010 were considered at the Forum.The following events and projects were marked as milestone:

  • First Congress of CIS Teachers;
  • Creation of the Network Open University of the CIS;
  • Foundation of the International Innovative Center for Nanotechnologies of CIS countries;
  • The third CIS higher courses in nanotechnologies;
  • The first CIS Festival of Science and the International Scientific Forum «Lomonosov-2010»;
  • The international conferences «Technical museums as an instrument of preservation of cultural heritage and an important element of the development of world civilization» (Donetsk), «Scientific-technological and innovative development of the member states of the CIS – the prospects of the further intensification of the integration cooperation» (Moscow).

At the Forum it was stated that a legal basis for the development of interaction in the humanitarian sphere was actively forming. Along with signing of a number of international agreements in the field of culture, education, science and youth exchange and study, the Concept of cooperation in the sphere of culture, the Concept of the development of education in the sphere of culture and arts, and the Strategy of international youth cooperation were prepared.

Participants approved the decision of the Heads of the CIS States to proclaim 2011 the Year of Historical and Cultural Heritage and 2012 the Year of Sport and Healthy Lifestyle, and also the development of the Plan of priority events for 2011–2012.

Participants of the Forum took a decision to further the development of the cultural-information space in the CIS member countries.

"Soldier's Fate": on the 100th anniversary of Vasil Bykov and the 80th anniversary of the liberation of Belarus from Nazi invaders

This year marks the 100th anniversary of the birth of the People's writer of Belarus, publicist and screenwriter Vasil Vladimirovich Bykov.
On this occasion, the National Library has prepared an anniversary exhibition "Soldier's fate", which highlights the great influence on the work of the Belarusian writer of his participation in the Great Patriotic War.
