In 2018–2020 a 50% discount on article processing charges (APC) is provided for the Virtual Reading Room of the National Library of Belarus partners in the context of publishing of articles in open access journals of Taylor & Francis publishing house.

This has become the result of close cooperation of the Council of Libraries of Belarus on information interaction with the EIFL (Electronic Information for Libraries) international consortium to promote open access to scientific and educational resources.

Open access contributes to improving the visibility of scientific publications for other researchers, increasing their citation rates, more active use of scientific results in society.

Taylor & Francis publishing house is one of the world's top five scientific publishing houses and actively supports the open access initiative. In Taylor & Francis magazines articles on a wide range of scientific disciplines − natural, technical, humanitarian and public are published. As of December 2018, the number of open access magazines in Taylor & Francis exceeds 170. Many of these magazines have a high impact factor.

On April 24, 2024, at the International Scientific and Practical Conference "Rumyantsev Readings-2024" in Moscow, Olga Polunchenko, chief bibliographer of the Department of reference and Information Services, presented a report "The role of Adam Shanyavsky in organizing the library fund of the Nesvizh County School (the last quarter of the XVIII century)."
