The UN Development Programme (UNDP) was established in November 1965 by the merger of United Nations Special Fund, established in 1958, and theexpanded technical assistance programme, established in 1949. The UN Development Programme (UNDP) is the UN’s global network in the sphere of development. It advocates for changes and provides the member states of the United Nations the access to knowledge, experience and resources to help improve living standards. As they develop local potential, countries employ experience and knowledge of the UNDP personnel and a wide range of partners. The organization operates in more than 170 countries and territories to assist them in finding solutions and experience sharing on democratic governance, poverty reduction, crisis prevention and its mitigation, energy and environment, information and communication technologies, fight against HIV/AIDS.

The cooperation of the Republic of Belarus and UNDP began in 1992 with the opening of the permanent Representation of the UN/UNDP in Minsk. The UNDP Mandate in Belarus is determined by the Agreement between the Government of Belarus and the UNDP from September 24, 1992. UNDP is guided in its activity by the Country Programme Document for 2011–2015. The programme is implemented in the following areas: economic development and social protection; energy conservation and environmental protection; preventing of the spread of HIV/AIDS and tuberculosis; effective and accountable governance and human security.

In its work, UNDP uses the resources of the Belarusian society, especially the potential of government institutions at the national and state levels, civil society organizations and the private sector. UNDP also seeks to attract more foreign aid to assist Belarus in addressing these problems.

The main form of UNDP assistance to Belarus is a project carried out in accordance with the project document (agreement) between UNDP and other partners and contains a plan to achieve the objectives, as well as a way to assess their achievement.

According to the Resolution of the Council of Ministers No. 457 from June 1, 2015, the Government of Belarus approved the United Nations Development Assistance Framework to the Republic of Belarus (UNDAF) for the 2016–2020. The new framework will focus on four most important for the country areas: sustainable economic development; inclusive, responsible and accountable governance; preservation of favorable environment and sustainable use of natural potential, based on the principles of "green" economy; sustainable development of human capital with a focus on health, education, social inclusion and social protection.
