A thematic exhibition "Law in the Field of Medicine: Aspects, Issues, Prospects", dedicated to the International Doctor's Day (October 4), opens in the Legal Information Reading Room (room 207b) from July 26 to October 24.

Health is the highest inalienable good of a person, without which many other benefits lose their significance. It is the role of health in the life of an individual, as well as its importance for society that determines the need to use the entire arsenal of legal resources, including legal regulation and protection, to ensure the effective implementation of the rights of participants in medical relations.

The modern scientific and technical development of medicine and the state of society demanded an increase in the role of law in understanding the prospects for the future of medicine. The rapid progress of biomedical sciences, the achievements of genetic engineering, transplantation and computer technologies in medicine have put legal science in front of the need to create qualitatively new legal norms that regulate and protect the rights and interests of participants in medical matters. Relations in the field of medical care have ceased to be the subject of regulation only by ethical norms.

A large number of legislative acts regulating medical relations have been adopted in the Republic of Belarus. Public health organizations have ceased to be monopolies in the medical services market. At the same time, paid types of medical care and services are actively being introduced into the practice of public medical institutions, changing the legal status of both healthcare organizations themselves and patients.

The desire of states to develop integration processes enhances the importance of international cooperation, which is carried out through international treaties in the field of medicine at the bilateral, regional and universal levels, contributes to the development of a new promising direction, international medical tourism.

The effectiveness of the realization of the right of citizens to one of the fundamental values of humankind – health care – largely depends on the state of the legislative framework.

The exhibition includes more than 80 documents: books, abstracts of dissertations, periodicals in Russian, Belarusian and Ukrainian.

The exhibition will be useful for legislators, researchers, teachers, graduate students, students of law and medical universities, practitioners of healthcare institutions, a wide range of readers – potential users of medical services.

The exhibition consists of the following thematic sections:

  • Fundamentals of legal regulation of the healthcare system in the Republic of Belarus
  • Legal aspects of consumer protection in the provision of medical services
  • Constitutional and legal problems of human rights in the field of biomedicine
  • E-health: challenges and prospects
  • Medical tourism: specificity of legal regulation
  • The right to health care in Russia and abroad

The opening hours of the exhibition correspond to the library’s opening hours.
Admission is by the library card or by the Social and Cultural Centre ticket.

"Soldier's Fate": on the 100th anniversary of Vasil Bykov and the 80th anniversary of the liberation of Belarus from Nazi invaders

This year marks the 100th anniversary of the birth of the People's writer of Belarus, publicist and screenwriter Vasil Vladimirovich Bykov.
On this occasion, the National Library has prepared an anniversary exhibition "Soldier's fate", which highlights the great influence on the work of the Belarusian writer of his participation in the Great Patriotic War.
