Activity

The major task of the department is the legal support of financial and economic activity of the Library and the observance of the rights, guarantees and legitimate interests of employees in the sphere of labor relations.

Functions:

1. Legal activity:

  • legal support of the Library’s activity, cooperation with its divisions and heads of divisions;
  • participation in preparation and implementation of a system of local statutory acts of the Library regulating mutual relations and economic responsibility of divisions, and also other questions of economic and social activity of the Library;
  • reliability check of drafts of orders, economic contracts, claims and other documents concerning financial and economic activity of Library submitted for approval to the Director General of the Library (or to an authorized person);
  • preparation and implementation of proposal for change of actual or for cancellation of actually invalid local statutory acts of the Library;
  • consideration of claims;
  • representation in accordance with established procedure of the Library’s interests in courts and state bodies.

2. Human resources:

  • participation in the development of manpower policy in the Library;
  • hiring of workers and employees according to the purposes, strategy and structure of the Library;
  • assistance to new employees;
  • analysis of current personnel structure, planning of professional promotion of employees;
  • study of professional, business and moral qualities of employees during their labor activity;
  • preparation and holding of personnel certification;
  • participation in the development of a integrated assessment of employees and results of their labor activity;
  • evaluation and selection of personnel, preparation of hiring documents;
  • intern hiring and probation management;
  • preparation of documents concerning hiring, personnel rotation and dismissal in conformity with the current labor legislation;
  • authentication of documents concerning personnel;
  • personnel accounting;
  • issue of references;
  • work-book maintenance;
  • preparation of documents for encouragement prizes, rewards, amercements and disciplinary punishments;
  • preparation of retirement insurance documents for social security bodies;
  • personalized and military accounting;
  • preparation of personnel documentation;
  • control of the observance of the current labor legislation and manpower policy;
  • participation in preparation and signing of collective agreements and the development of disciplinary standards;
  • control of the observance of disciplinary standards and routines;
  • reception of employees of the Library, administration of complaints concerning hiring, personnel rotation, dismissal, labor discipline violation;
  • issue of legal documents concerning hiring, personnel rotation, dismissal and other questions on demand of employees and organizations;
  • human resources accounting.
